Every operator writes in its own terms which countries it does not accept players from. It is the only point in the contract where the operator says something about its own relationship with individual markets, and it reads without interpretation: either the country is on the list or it is not. What Italian law forbids instead on the advertising side is explained on the page about the Decreto Dignità.
Of the one hundred brands in the library, read on 26 August 2026, 38 publish a list readable enough to be recorded. This page counts what those 38 lists contain.
That Italy does not appear in a list says nothing about how an account is opened: that route is in how to start playing at a crypto casino. The thirty-eight lists were read with the same procedure described in how the one hundred contracts were read. The full comparison is in crypto casinos: what the documents say.
How long these lists are
The length goes from one entry to 224. It is not a continuous scale: they are two opposite ways of writing the same paragraph.
Four brands name a single country. Bitcasino.io writes that playing from Japan is prohibited; Coins.Game names the Netherlands and gives the reason as well, its own licence; Bitsler and Stake stop at a single exclusion in the text read.
At the opposite extreme are seven brands with lists between 216 and 224 entries: Oshi Casino 224, Mirax 220, Bitkingz 218, PlayAmo 217, then 7Bit Casino, Bitdreams and Slotum with 216 each. A list of 216 countries is not a list of exclusions: it is the list of the world minus the few markets in which the operator really works, written the other way round.
Between the two extremes, twenty-seven brands sit between 2 and 92 entries.

The most instructive row is the fourth. Curaçao — the island whose authority issued the licence of 41 of the one hundred brands — appears in 25 lists out of 38. The fourth of the countries excluded by these operators is the country that authorised them.
It is not a contradiction: it is the model. A licence of that kind authorises serving abroad, not the territory that issues it, and the paragraph of exclusions makes it visible to anyone who reads it right to the end.
Where Italy sits: one list out of thirty-eight
Italy appears in a single list, that of Crashino, which contains eighteen. The text read says: «Accessing to Crashino.com is restricted for residents in Australia, Denmark, France, Greece, Italy, Israel, Netherlands, Portugal, Spain, Sweden, Switzerland, Turkey, United States and United Kingdom.»
In the copy read the list does not appear next to a point number, and so none is indicated here.
The other 37 brands do not name Italy. Including the seven with lists between 216 and 224 entries: in all seven Italy is among the countries not listed, that is among those in which the operator declares it works.
This datum concerns one thing only: what the operator writes in its own documents. It does not concern what Italian law says, which on the offer of remote gaming without an ADM concession takes the opposite position, as described on the home page. The two sources speak of two different subjects: the first of the operator towards its own customers, the second of the State towards the operator.
What the clauses say happens
The most widespread wording, recurring almost word for word in seven brands of the long-list group, is that users from the listed countries «are not allowed to deposit and play real money games»: they are not admitted to deposit and to play with real money.
Other brands use blunter wordings. DuckDice titles the paragraph «Blacklisted Territories» and lists sixteen entries, among them Denmark. Rocketpot turns the perspective around and makes the list a declaration by the user: «You are NOT a resident of a restricted jurisdiction».
This inversion is the technical point of the matter. In most terms the country is not a filter the operator applies at the moment of registration: it is a statement the user makes about themselves by accepting the conditions. The check on that statement happens afterwards, on the documents, and it is the same clause described on the page about identity verification.
Between the two things passes all the time in which the money is already in the operator’s account.
The 62 brands without a readable list
For 62 brands out of 100 no list was recorded. The reasons are of three kinds and should be kept apart. What the site does with a field that stays empty, and why it does not fill it, is explained on the page about how the one hundred contracts were read.
For 21 brands no page opened at all, neither live nor in an archived copy: about those nothing is known, and no field of the library is filled in. For others the paragraph existed but pointed to an external page or to a dynamically loaded list, not readable in the text of the terms. For others again the paragraph was not found in the pages consulted.
In none of the three cases does the absence of the list mean the absence of exclusions. It means that it was not read, which in a comparison is a different piece of information and must be written as such.
How this datum crosses with the others
A list of countries takes on meaning when it is read next to the licence. The seven brands with the very long lists largely share the same registrations, and that is the reason their paragraphs resemble each other down to the punctuation: whoever registered the company wrote the text only once, and it then appears on several shopfronts. The shared registrations are counted on the page licences and registers.
The second useful reading is downwards, that is towards the money: an excluded country and a withdrawal cap act at the same point of the story, when the balance has to leave. The fourteen published caps are on the page withdrawals and limits.
